Two poverty stricken East End girls standing on a public bench, one of the girls is only wearing one shoe. Circa 1900. Offering food and shelter to homeless children was thought by some to encourage idleness and begging. On the 17th of November 1888, a piece in the Daily Telegraph urged that ''any assistance should be directed, not to casual help, but to permanent elevation.''
