District messenger boy.
This is one in a series of postcards entitled 'London Life', depicting various Londoners who made their living on the streets. Boys leaving school at the age of 13 often found work at messengers. Spending much of their time on the streets delivering messages and letters between offices, young messengers could be tempted into male prostitution to supplement their low wage.
