The Relief of Gibaraltar, A Cabinet Council. The intention of this satire remains obscure. Keppel had been blamed by the King for negligence over the relief of Gibraltar in 11 August 1782, but it more probably relates to the later discussions on the cession of Gibraltar, when Shelburne, the King, and Grafton were prepared to agree to an exchange, while Richmond and Keppel objected.
