Piles of rubbish during a dustmen's strike, Camden. Industrial action by many public sector employees, in 1978-79, included a dustmen's strike. The period became known as the 'Winter of Discontent'. There were some emergency refuse sites, but great piles of uncollected rubbish still grew in the streets. Some was thrown into the strikers' gardens. This rubbish heap in Belsize Lane was one among thousands across the country that prompted concerns over public health.
