London County Coucil school attendance medal. This London County Council school attendance medal was awarded to the pupil W Hampshire in 1901. The Education Act of 1870 had established the principle of education for all. In reality, however, many children continued to miss school either through illness or because they had to work to support the family income. The practice of rewarding regular school attendance with medals was intended to stress the importance of education to both parents and children.
